Since 1 October 2026, new rules have come into force in Portugal that simplify planning procedures and expand the circumstances in which construction is possible through prior notification, without waiting for prior authorisation from the Municipal Council. The reform aims to make the process simpler and more predictable, while also placing greater responsibility on technicians and developers to comply with the applicable regulations.
